EXPROPRIATION BILL PUBLIC HEARINGS: MPUMA-KOLONI
In July, the Eastern Cape Legislature convened public hearings on the Expropriation Bill (B23-2020). ARD and Afesis-Corplan partnered to assist activists with public education ahead of hearings and logistics support to attend hearings. All the while, it seems the province and Parliament have not learned what their duty is to ensure meaningful public participation. The public was only notified within 7 days; venues were too far from affected residents, and transport was provided to a handful. Civil society called for the postponement, but this was ignored; hearings in Lusikisiki, Butterworth, Qonce had poor turnout and Ngcobo hearing was postponed
