The question of who gets to own land after it has been redistributed has collapsed relations between the ANC and the Economic Freedom Fighters, who believe that putting the state as custodian of land amounts to nationalisation. This may lead to a delay in submission to parliament of the bill to amend Section 25 of the constitution on land reform.
